About Us
The State and Federal Programs Area includes Title I, Title II, ESL, Project Enlightenment and Instructional Materials/Equipment. These programs provide services and funding to schools which promote and support effective instruction for all students
English as a Second Language (ESL)
The goal of ESL services is to prepare students to function successfully in classrooms where English is the medium of instruction for all subject areas.
The mission of the WCPSS ESL Programs is to teach the English language to ESL students so they can gain access to the standard course of study, graduate with a diploma and participate fully in American society. The ESL program strives to keep ESL students in school in order to give them the English language and academic skills necessary to obtain a diploma and successfully function in American life.
Project Enlightenment
Project Enlightenment is an early childhood education and intervention program that promotes school success for Wake County’s youngest children. Major services are directed toward children ages birth through kindergarten who are at risk for school failure. A variety of services emphasize prevention of long-term behavioral, social, emotional, and learning problems through education and early identification and intervention. Other services are directed toward teachers and parents in order to help them promote children’s positive development and provide needed interventions. These services include consultation, education, support, and resources.
Project Enlightenment believes in building on children's strengths in order to help them be successful in school and life. This is done through a variety of programs and services that include the Parent Teacher Resource Center (PTRC), Teacher Training and Consultation, Parent Education, Parent Counseling, Parents as Teachers Home Visiting Program, Developmental Screenings, Demonstration Preschool Classrooms, Talkline in English and Spanish, Transition to Kindergarten Program, and the Annual Book Drive.
Title I
The Title I program in Wake County provides supplementary instructional support in the areas of early intervention and reading. Schools qualify for Title I service by demonstrating economic needs. Once a school has qualified for the Title I program, services may be provided to any child in grades Pre-K - 8 who meets the school’s criteria for eligibility. Title I teachers reinforce curriculum delivered by the classroom teacher; instruction must be coordinated through careful joint planning. A pre-kindergarten program has been designed to serve eligible four-year-old children. The focus is on developmentally appropriate activities for children who qualify. Developmental activities emphasize social skills and learning through exploration and discovery.
The ultimate goal of the Title I Program is to aid students in acquiring habits, attitudes, knowledge, and skills necessary to function as successful members of the school community.
Instructional Materials & Equipment
The Instructional Materials and Equipment Specialist (IMES) works with principals and staff to obtain instructional supplies and materials for new and renovated schools. The IMES works with Instructional Services and Facilities Design and Construction staff to establish equitable standards for supplies and materials.
