School Construction Report


Goal 2008: WCPSS is committed to academic excellence. By 2008, 95 percent of students in grades 3 through 12 will be at or above grade level as measured by the State of North Carolina End-of-Grade or Course tests, and all student groups will demonstrate high growth.

BOARD APPROVES NAME FOR EAST WAKE SCHOOL OF TECHNOLOGY
At its Nov. 1 meeting, the Board of Education approved the name for the East Wake School of Integrated Technology. This the second school to be implemented at East Wake High as part of a New Schools Project for a whole school conversion. The first of four small, autonomous high schools opened this year with 238 students as the East Wake School of Health Sciences. The second school with its integrated technology theme is due to open in 2006.

BOARD SELECTS CONSTRUCTION FIRMS FOR ELEMENTARY PROTOTYPES
At its Nov. 1 meeting, the Board of Education selected Barnhill Contracting Company, and Clancy & Theys Construction Company, each for the construction of from one to three new 2008-09 opening elementary schools. The exact number will be determined after the number of needed schools in the Capital Improvement Program has been determined. Barnhill will be paired with Pearce Brinkley Cease & Lee, P.A., and Clancy & Theys will be paired with Cherry Huffman Architects to improve the existing prototypes in timeliness, value, and/or quality of construction. The firms were approved in accordance with the professional services selection procedures (Policy 7265) adopted by board in August 2005.

BOARD SELECTS CONSTRUCTION FIRMS FOR HERITAGE HIGH
At its Nov. 1 meeting, the Board of Education selected Heery International, Inc., and D.H. Griffin, LLC, for the new Heritage High School, designed by LS3P/Boney. Construction Management fees will be negotiated in accordance with professional services procedures using the Board approved construction manager-at-risk contract. The firms were approved in accordance with the professional services selection procedures (Policy 7265) adopted by board in August 2005.

BOARD APPROVES DESIGNERS SELECTION FOR 2008-09 ELEMENTARY SCHOOLS
At its Nov. 1 meeting, the Board of Education approved design contracts with three firms: Pearce, Brinkley, Cease & Lee, P.A.; Cherry Huffman Architects; and Small Kane Architects. The board agreed to waive the traditional designer selection process in accordance with state statute since each of the firms would be re-using prototypes for new schools. Three different elementary prototypes are being planned for re-use in the next Capital Improvement Program. Pearce, Brinkley, Cease & Lee, P.A., will re-use their design for the E-13 prototype. This would the first, second, and third re-use of the two-story version of the Highcroft Drive Elementary design. Cherry Huffman Architects will re-use their design for the Holly Grove Elementary prototye. This would be the second, third, and fourth re-use of the Holly Grove Elementary prototype. Small Kane Architects will re-use their design for the Cedar Fork Elementary Prototype. This would be the fifth, sixth, and seventh re-use of this prototype. This approach will shorten design time, reduce cost, and help expedite the project.

BOARD APPROVES REAL ESTATE SERVICES
At its Nov. 1 meeting, the Board of Education selected three firms to assist in the procurement of property for the Wake County Public School System. The board will work with Arcadis G & M of North Carolina; ·The York Companies; and·Coldwell Banker Commercial Trademark Properties to provide services to include initial site search in the target area, preliminary site packages and screening, due diligence of selected sites, presentation to the Board of Education, negotiations with property owners, final development and acquisition costs, and closing assistance. The selected firms may assist in the development of the final services contract prior to completion of fee negotiations. The real estate services contract and fee structure for each selected team will be presented to the Board of Education for approval prior to the start of service. Compensation is proposed to be a mix of a fixed lump sum fee and brokerage commission. Real Estate Service fees will be negotiated in accordance with professional services procedures.

BOARD AWARDS CONTRACT FOR WILEY PARTIAL ROOF REPLACEMENT
At its Nov. 1 meeting, the Board of Education awarded a single-prime contract to Owens Roofing, Inc. in the amount of $107,910 for the partial roof replacement at Wiley Elementary School. The project is funded by the PLAN 2004 School Construction Program.

BOARD APPROVES PROPOSAL FOR BRASSFIELD SEWER AGREEMENT
At its Nov. 1 meeting, the Board of Education approved an amended sewer service agreement with the City of Raleigh to allow a modular classroom building to remain at Brassfield Elementary. The amendment will regulate the amount of daily sewage allotment to 7,200 gallons per day and require the school system to make storm water and water quality improvements estimated to cost $300,000. The project will be funded from the Deferred Maintenance component of the PLAN 2000 School Building Program

BOARD APPROVES REVISION OF KNIGHTDALE IMPROVEMENTS
At its Nov. 1 meeting, the Board of Education approved changes to the scope of a PLAN 2000 School Building Program project at Knightdale Elementary. The project had called for a replacement gymnasium with partial funding from the Town of Knightdale. The Town of Knightdale is no longer a partner in the project. The board approved new plans to demolish the old gym and classroom building and replace it with a multi-purpose room and eight classrooms. The project requires a temporary modular multi-purpose room until the replacement is constructed. The total proposed project budget is $6,426,511, which will be funded from the PLAN 2000 School Building Program.

BOARD NAMES DESIGN CONSULTANT FOR KNIGHTDALE ELEMENTARY
At its Nov. 1 meeting, the Board of Education selected sfL+a Architects, P.A. to design the addition and renovations at Knightdale Elementary

BOARD INFORMED OF MASTER PLAN FOR NORTH WAKE LANDFILL
At its Nov. 1 meeting, the Board of Education received a report from staff on the status of the development of the Master Plan documents prepared by OBS Landscape Architects, for the Post-Closure Use of the North Wake Landfill, which may include a site for a future elementary school. The architects will present the final master plan to the public in December 2005. The landfill is scheduled to close in 2007.
